SUMMARY STATEMENT: The Chief Financial Officer (CFO) is responsible for directing the fiscal function of the council in accordance with Generally Accepted Accounting Principles (GAAP) and regulations. The CFO supports the Chief Executive Officer (CEO) in ensuring that resource allocation and utilization reflects and facilitates the achievement of council goals established by the Board of Directors.

The CFO manages financial activities and ensures that the day-to-day operations of the council proceed efficiently and effectively. The CFO works with the CEO to develop the council's budget; administers and monitors operating plans and budgets; maintains control of the council's finances; manages the accounts and all financial records; prepares and issues financial statements and reports; and, oversees the payroll and benefits functions. The CFO develops financial policies for the council.

As a key member of the council executive team, the CFO participates in the process of setting the organization's strategic direction and short and long-term plans, and in translating the vision and corporate goals set by the council's Board of Directors into effective operational strategies and actions.



  • Advises the CEO and the Council Board of Directors on all matters pertaining to finance policy to ensure that financial strategies, decisions, and functions effectively facilitate achievement of council goals.
  • In conjunction with the CEO, prepares the annual operating and capital budgets for presentation to the Finance Committee and Board of Directors.
  • Oversees all financial reporting activities, providing the CEO and the council's Board of Directors with accurate and up-to-date information on the financial activities of the council.
  • Provides full support to the Audit Committee, Finance Committee and other Board Task Groups as necessary.
  • Ensures that all council financial operations are carried out in compliance with local, state, federal, and not-for-profit regulations, guidelines, and laws.
  • Oversees the day-to-day administration and control of the accounting, treasury, and payroll function to safeguard the council's assets and to ensure financial transactions are processed timely and accurately as well as recorded in accordance with accepted accounting standards and principles.
  • Works closely with the Investment Manager and Finance Committee in the oversight and communication of the council's investment portfolio, including managing the RFP process as necessary.
  • Provides fiduciary oversight of the council's benefits plans, including the 403(b) Thrift Plan. Included in this responsibility is oversight of the investment managers, third-party administrators, and co-fiduciaries on the 403(b) plan. Ensures the plan is administered in compliance with ERISA and the plan documents.
  • Provides timely and accurate analysis of budgets, financial reports, and financial trends to assist the CEO and executive team in decision making and goal execution.
  • Fiscally manages all physical operations, including council owned and leased properties. Ensures the acquisition and disposition of fixed assets, construction, improvements, and maintenance are managed in the most cost-effective manner. 
  • Oversees financial and operational audits, identifies opportunities for improved efficiencies, and supervises the implementation of improvements to internal controls and operating procedures.
  • Manages the effective development and retention of high-performing finance staff and ensures that they are organized and deployed appropriately to achieve successful operating results. 
  • Oversees the HR Department to ensure that employees recruitment and orientation processes are effective, that staff receive ongoing training for their roles as employees and as managers, if applicable. In addition, ensures that employee performance is managed and recognized effectively and that council benefits are competitive and well communicated to full time staff.
  • Manages the risk of the organization in collaboration with the CEO and Chief Operating Officer.
  • Actively supports and promotes the Council's and GSUSA's affirmative action plans and their commitments to diversity throughout the organization. 
  • Supports and assists the respective teams to achieve the Council's fund development and membership goals. 
  • Other duties as assigned.


Bachelor's degree in accounting, finance or business administration with a preference for a CPA or MBA. Ability to communicate effectively, both verbally and in writing, to analyze facts and statistics, reach objective conclusions, to advise and evaluate. Must be able to initiate ideas and plans, to stimulate others to action, to organize and carry out a multifaceted workload, to recognize, appreciate, and serve the needs of diverse communities, to be flexible and willing to try ideas and ways of work. Must believe in the aims and purposes of the Girl Scout movement and be willing to subscribe to the principles expressed in the Girl Scout Promise and Law.
